{"id":4148,"date":"2025-08-30T23:55:52","date_gmt":"2025-08-30T21:55:52","guid":{"rendered":"https:\/\/enteka.fr\/?p=4148"},"modified":"2025-09-22T09:22:21","modified_gmt":"2025-09-22T07:22:21","slug":"debat-nfl-bilan","status":"publish","type":"post","link":"https:\/\/enteka.fr\/index.php\/2025\/08\/30\/debat-nfl-bilan\/","title":{"rendered":"D\u00e9bat public NFL : quel bilan de communication ?"},"content":{"rendered":"\n<p><b>Quels \u00e9taient les enjeux de communication du D\u00e9bat public sur le Noeud ferroviaire lyonnais ?<\/b><\/p>\n\n\n\n<p>La Commission nationale du D\u00e9bat public a pour mission d\u2019assurer l\u2019information la plus compl\u00e8te possible du public sur un projet, non pour en faire la publicit\u00e9 mais pour faire \u00e9merger des arguments en sa faveur, en sa d\u00e9faveur, ou des solutions alternatives. Notre r\u00f4le n\u2019est pas de prendre position mais de confronter les porteurs de projets \u00e0 la parole citoyenne pour enrichir leurs r\u00e9flexions sur les objectifs \u00e0 poursuivre, comme sur les modalit\u00e9s d\u2019insertion dans l\u2019environnement.<br>Ce d\u00e9bat sp\u00e9cifique portait sur les modalit\u00e9s d\u2019augmentation de la capacit\u00e9 ferroviaire au coeur de Lyon et comme son nom l\u2019indique, c\u2019est un sujet technique dont le b\u00e9n\u00e9fice pour la population est beaucoup plus difficile \u00e0 appr\u00e9hender que lorsque l\u2019on cr\u00e9e une ligne ou des gares nouvelles. C\u2019\u00e9tait de surcroit un projet \u00e0 20 ans, qui n\u00e9cessitait donc de pouvoir se projeter dans l\u2019avenir.<br>L\u2019enjeu \u00e9tait donc de faire comprendre aux habitants de la r\u00e9gion en quoi ce projet les concernait, mais aussi de l\u00e9gitimer leur parole sur le sujet.<\/p>\n\n\n\n<p>&nbsp;<b>Pourquoi avoir choisi Fr\u00e9d\u00e9ric Piriou et que vous a-t-il apport\u00e9&nbsp;?<\/b><\/p>\n\n\n\n<p>Le d\u00e9bat est men\u00e9 en coll\u00e9gialit\u00e9 par une commission ind\u00e9pendante pluridisciplinaire, qui s\u2019appuie sur une petite \u00e9quipe op\u00e9rationnelle, le secr\u00e9tariat g\u00e9n\u00e9ral. Au sein de celui-ci, il me semblait important de recruter un collaborateur connaissant parfaitement le territoire, ses acteurs institutionnels et m\u00e9diatiques, et apte \u00e0 proposer une strat\u00e9gie et des outils de communication vari\u00e9s pour toucher le plus large public possible.<br>Associ\u00e9 \u00e0 nos travaux d\u00e8s la phase d\u2019\u00e9tude pr\u00e9alable, Fr\u00e9d\u00e9ric a \u00e9t\u00e9 d\u2019un concours pr\u00e9cieux pour nous aider \u00e0 identifier des intervenants, d\u00e9crypter les attentes et les jeux d\u2019acteurs, comprendre les enjeux propres \u00e0 chaque territoire, et \u00e0 les traduire en questionnements et en axes de concernement du public. C\u2019est ainsi que le d\u00e9bat technique initial s\u2019est consid\u00e9rablement \u00e9largi \u00e0 l\u2019ensemble des probl\u00e9matiques de mobilit\u00e9 et \u00e0 la place du train dans celles-ci, aux strat\u00e9gies de d\u00e9veloppement d\u2019un espace r\u00e9gional multipolaire, et au r\u00f4le des diff\u00e9rents acteurs et \u00e0 leur coordination.<br>Son r\u00f4le a \u00e9t\u00e9 essentiel pour fid\u00e9liser la presse et les relais d\u2019information pendant les 3 mois du d\u00e9bat, avec plus de 2 articles publi\u00e9s par jour sur le sujet, permettant une forte mobilisation du public et des \u00e9changes document\u00e9s.<br>Il a \u00e9galement \u00e9t\u00e9 force de proposition pour concevoir et animer des outils d\u00e9di\u00e9s \u00e0 recueillir l\u2019expression de publics \u00e9loign\u00e9s du d\u00e9bat, se sentant peu concern\u00e9s ou peu enclins \u00e0 se d\u00e9placer, et pour b\u00e2tir une \u00ab&nbsp;communaut\u00e9 du d\u00e9bat&nbsp;\u00bb tr\u00e8s mobilis\u00e9e sur les r\u00e9seaux sociaux.<\/p>\n\n\n\n<p>\u00a0<b>Quel bilan tirez-vous de votre communication sur ce d\u00e9bat\u00a0?<\/b><\/p>\n\n\n\n<p>Un bilan tout \u00e0 fait positif. Cette approche nous a permis de toucher plus de 6500 participants, a fait \u00e9merger de vrais d\u00e9bats citoyens comme celui sur la centralit\u00e9 de la Part-Dieu, et mis en lumi\u00e8re des alternatives possible et des attentes connexes au projet.<br>Le public a pu exprimer des attentes fortes en mati\u00e8re de transports du quotidien, d\u2019articulation avec les autres modes de transport ou de mise en perspective avec d\u2019autres grands projets ferroviaires dans la r\u00e9gion. Loin de condamner le projet initial, il a permis de le regarder avec plus de recul et invit\u00e9 SNCF R\u00e9seau \u00e0 \u00e9tudier davantage de sc\u00e9narios de phasage et d\u2019alternatives pour r\u00e9pondre au mieux \u00e0 ces attentes.
